The Court of Appeal has ruled that the regulations under which most of the government’s back-to-work employment schemes were created are legally flawed as the Government did not make clear the penalties jobseekers might face if they did not take part in these schemes.

The Government has now brought in new rules allowing these unpaid schemes to continue while it appeals.
